400 MILLIONS FOR PEACE IN BALKANS WASHINGTON, May 22. . In a simple ceremony at Kansas City, President Truman signed the Greek-Turkish Aid Bill, which authorises the expenditure of 400,000,000 dollars to strengthen Greece and Turkey against outside aggression. The President said the passage of this measure by an overwhelming majority in both Houses was proof that the United States earnestly desired peace and “to make a vigorous effort, to help to create conditions of peace, which include the ability of nations to maintain order and independence and support themselves economically.” Answering the criticism that the Bill by-passed the United Nations, he said it was evidence not only that the United States pledged support to the United Nations, but would act to support it. President Truman said the American Ambassadors in Greece and Turkey were being instructed to make sure that the American aid would benefit all the peoples of Greece and Turkey, and not any particular group or faction.
