LONDON, May 19. During the second reading of the Finance Bill in the House of Commons, Captain H. F. C. Crookshank announced the Opposition decision that it would take the unusual course of voting against the Bill instead of the normal course of challenging it only on points of detailCaptain Crookshank said: 'Tn view of the crisis which is upon us the Bill is inadequate.
