Congressional ratification of the proposed loan for Britain was essential to prevent economic warfare among the three great trading blocs, tlie British, American, rfnd Russian; and also to safeguard American foreign trade and world peace, said the Assistant-Secretary of State, Mr William Clayton, in a speech. Mr Clayton estimated that, if Britain obtained the loan, her economic reconstruction by 1946 would have progressed sufficiently far for her to become more or less self-sustaining, with sufficient, visible exports and invisible (such as shipping) exports to pay for her current import needs, and to resume her old position as the world’s best customer for American products.
