For Local Councils HELD ON SUNDAY (Rec. 7.40) LONDON, Jan. 28 A Reuter correspondent at Frankfurt stated: On Sunday four million voters in Bavaria, Wurtemberg, Hesse, and Greater "Hesse went to the polls to elect local councils in nine thousand five hundred districts. The early returns showed that the Catholic Party (the Christian Democrats) were in the lead. They were closely followed by. Social Democrats. In one northern Bavarian town, that of Memmingen, “Legitimate” Parties’ posters were torn down, and Nazi slogans and swastikas were painted' on the walls. The culprits escaped arrest. German youths in some other communities gathered on street corners and chanted derisive verses as older members of the population went to the polling booths. The police dispersed these groups of youths.
