NEW FEDERATION PARIS, Oct. 3 The World T.U.C. Constitutional Committee has agreed to a constitution in a World Federation of Trade Unions. Mr. S. Hillman, chairman announced this amid cheers. He said the constitution was a compromise which had the approval of the executive committee. A British correspondent said main British amendments were included in the constitution. There is nothing to restrict or prohibit any political activity; in which the Federation might see fit to engage. A clause was added providing the admission- of only bona fide trade union organisations. Mr. P. M. Butler (New Zealand delegate) is reported to have bluntly reminded Russians and American critics of Britain that their was machine was only possible because Britain stood alone for more than a year, “Victory was built on British blood, he declared, “which enabled Russia and the United States to prepare while the British fought a back-to-the wall battle all alone.” Mr. Butler who visited England, warned the workers that reactionaries are already at work undermining the Labour Government. New Zealand people were thoroughly dissatisfied with the set-up in Japan.
