FRENCH REFERENDUM
ON FOURTH REPUBLIC’S CONSTITUTION. PARIS, July 9. The Council of Ministers has decided to hold a referendum in which the people will be asked to vote whether France have a Consultative Assembly. If they vote- “No”, France will return to the 1875 constitution
under which the President is elected for seven years, and also a Chamber of Deputies and a Senate. The future svstem of Government is at present the most outstanding political issue in A referendum had not been held in France since Napoleon was elected Prince President, of the Republic. Leftist perties and Resistance Groups wanted the suppression of the Senate and the creation of a single Chamber. hut Republicans' from Radicals to Moderates, urged them to return to the pre-war form of government, with a Chamber elected by universal suffrage, and a- Senate elected by restricted vote. The deadlock was broken when a conciliatory proposal was adopted to allow the people to decide by referendum whether the Fourth Republic should cow the Third or whether there should be a single’ Assembly, whereto the Ministers would be responsible.
