LEND-LEASE
NEW YORK, June 3. Five Republican members of the Foreign Affairs Committee of the United States House of Representatives, who recently forced the inclusion in the Lend-Lease Act of a provision prohibiting iend-lease for use in post-war relief and reconstruction, have published a somewhat tart letter to President Truman, requesting clarification of the policy on lendlease, which the President intends to apply. , . The letter said: “If you seek loopholes in the lend-lease law to extend your power to act without consulting Congress, it will be disastrous. If under the guise of aid for the Japanese war you furnish help to France, Britain and Russia, we five will feel we have been fooled.” The lette.’’ asserted that the French, Belgians and Dutch should now be required to begin to pay dollars for art’.c’.es and services received after the end of hostilities in Europe. The letter complained that the President's policy on iend-lease had been obscured rather than explained by the combined effect of his own statements plus those of U.e Acting-Secretary of Stale (Mr. Joseph Grew! and the Lend-Lease Administrator (Mr. Leo. Crowley).
