BRUSSELS, March 14. The Chamber passed Mr. Van Acker’s Special Powers Bill by 127 votes to one. Eight members abstained from voting. The Bill seeks powers re enabling the Crown in the next six months to legislate by decrees concerning food problems, the purge against collaborationists and the'"black market, and the general continuation of the War against Germany, also on economic reconstruction.'
