UNIFORMITY PROPOSAL WASHINGTON, March 14. Senator Capper, Republican, Kansa, proposed a constitutional amendment for uniform marriage and divorce laws throughout the nation. Mr. Capper introduced a bill, on which congress could act if constitutional amendment were adopted by the States. He said he would prefer the states to adopt uniform laws, but that was hopeless. He added that a federal law might not curb divorces, but would protect children and their property rights, and also tend to end much confusion Mr. Stettinius, addressing a' meeting of American delegates to the San Francisco Security Conference, said they would be free to pursue their own personal views, and convictions.
