(Rec. 11.0) BUENOS AIRES, Feb. 17 The Argentine Foreign Office has announced the existence of "a state of tension” betwen Argentina and Germany as the result of Germany’s action in retaining seven Argentine diplomats as prisoners of war. However the spokesman indicated there would be no immediate declaration of war. (Rec. 8.30). NEW YORK, Feb. 17. Two leading pro-Axis Buenos Aires newspapers, “Cabildo” and “El Pampero”, have been suppressed by the police, following complaints', by foreign diplomatic missions that the newspapers were using imported newsprint in violation of Allied navicert controls. ’The action lends support to ’widespread insistent reports that Argentina is about to follow the example of all other American Republics and declare war on the AxisHowever, it is understood that, while the Government is at present considering such a declaration, no decision has yet been reached on the rnaltei.
