GREEK SETTLEMENT

LONDON, Feb. 13 Details are published of the agreement between the Greek Government and the E.'A.M. viz: Article 1:— Free expression by' the citizens and restoration of trade repeal of any existing trade union liberties. Article ll: —■Martial law to be raised. Followers of E.A.M. who may be held in captivity by other organisations are to be set free as soon as possible. Article lll:—There shall be an amnesty for political crimes committed between December 3 last and the publication of the law establishing the amnesty. Excluded from the amnesty are those who shall not have handed over their arms by’ March 15 next. Article IV: —Release of hostages. Article V:—The Greek Army, apart from professional officers and n.c.o.’s, shall consist of soldiers of classes which shall from time io time be called up. The Sacred Squadron is to remain as at present, since it is under the immediate orders of the Allied High Command. Later, it will be merged in the National Army. An effort will bo made Io extend conscription to all Greece. The political and social views of citizens serving shall be respected.

Art'clc Vl:—Armed forces of resistance are to be demobilised immediately—in particular E.L.A.S., both regular and reserve, E.L.A.N. and the National Civil Guard. Articles Vll and VIII:—A purge of the civil service and security services. Officials who joined the forces of resistance during the period of occupation must return to their positions, where they will be cons dered by Purge Councils in the same manner as other officials. Article IX:—At the earliest possible date, and, in any case, within the current year, there shall be conducted in complete freedom and. with every care for its genuineness a plebiscite which shall finally decide constitutional questions, s . all _ points being submitted to the decision ot the people. Thereafter shall follow as quickly as possible elections to the constituent Assembly for the drafting of a new constitution for the country. Representatives on bot.-t sides agree that for the verification of tht genuineness of the express on of popular will the great Allied Powers shall be requested to send an observer. , The Greek Minister of Justice, M. Kalyvas. ordered cases of E.LA.s. sunnorters to be 'transferred military courts to civil tribunal, the Greek Press states the Government, will annul military court verdicts on members of the E.L.A.S. Those who are charged with murder and other common law crimes will have to await civil trial.
