POST-WAR RELIEF
MONTREAL, September 17. Welcoming delegates to the opening of the second session of the Council of the U.N.R.R.A., Mr. Lehman said the Allied military successes had caused the administration to concentrate its energies increasingly on the final stages of preparation for its task. The Montreal session would consider the activities of a fujly functioning body. The Canadian Minister in the United States, Mr. L. B. Pearson, Was elected chairman. The New York “Times’s” Montreal correspondent says difficult issues resolvable include relief for Italy as a former enemy, relations between U.N.R.R.A. military .authorities and the various Governments concerned in repatriating those who have been displaced, also details of supplies. According to the American Associated Press, European members, led by Norway, propose to solidly oppose relief for Italy, emphasising that Allied relief for Italy would leave the way open for relief for Germany. The New Zealand delegate, Mr. A. Berendsen, told the Canadian press that although the Dominion was rationing eggs at one per person weekly, it was prepared to continue general rationing after the war to assist rehabilitation of the’ war-torn world.
