Agreement Signed FOR MILITARY OCCUPATION.
(Reec. 8.50.) LONDON, May 1- ■ M. Vyshinsky at a press conference in Moscow announced a new RussoCzech agreement defining mutual responsibilities after Russian forces enter Czechoslovakia. He said: The agreement has already been signed. It provides that the Red Army Com-mander-in-Chief, after the entry of his troops, will assume the entire responsibility for all military operar tions. A Czech plenipotentiary will be appointed to direct Czech co-opera-tion and liaison services. The Czechoslovak Government will assume civilian power over liberated territory after it ceases to be a military operational zone. Soviet troops in Czechoslovakia will be under the jurisdiction of the Soviet Commander. Czech forces will be subject to Czechoslovak jurisdiction, to which Czech civilians will also be subject, except in the event of crimes committed in the zone of military operations. A special agreement will be concluded regarding the financial question. jMVyshinsky said Britain and America were notified on April 15, of the terms of the agreement, to which America replied that she had no objection. Britain thusfar had not replied. ______
