Canadian Policy MINISTER DENIES COERCION 1 . (Rec. 11.55.) OTTAWA, April 28. The Minister of Defence (Mr. Ralston) denied in the Canadian House of Commons that coercion was being used to get drafted men to volunteer for service overseas, but he defended the policy of persuasion. The subject was raised in the House of Commons because drafted men had been given a questionnaire allegedly with the implied threat that if fifty per cent, did not volunteer, all might be made subject to foreign service. Mr. Ralston said that he did not apologise for trying to get recruits. prefer a volunteer army. I think we have a duty to keep and maintain a volunteer army,’ he stated. : '
