The Labour Party’s report on postwar civil flying recommends internationalisation of commercial aviation throughout the world, with the formation of an international air authority for the control of the airways This includes all airways in Europe, whether internal or “We make these proposals for two* main reasons,” the Party states- “ Firstly, we are profoundly impressed bv the dangers of leaving man’s con quest of the air to be exploited as. a national instrument whether for the purposes of destruction or economic dominion. Secondly, because flying can be the most beneficial means of bringing peoples together, but can only do so efficiently if organised on 1 a scale commensurate with the aeroplanes’ range.”
