Senator Downey told the Associated Press of America: “Influential Germans, both in and out .of the army, are searching for methods of negotiation and of surrender that will save from total destruction the German cities. Senator Downey said that he had learned this from unusually well-in-formed sources. He added that many of the leaders of the Ained Governments believed that a German collapse of some kind could not be delayed long after Christmas. APPEAL FOR SURRENDER. LIKELY TO BE MADE BY ALLIED LEADERS'. (Rec. 9.10) NEW YORK, Nov. 26. The “Heraid-Tribune” says: Wash-, ington observers interpret the bombing of Berlin as a blow, carefullv timed, to precede a possible appeal by Messrs Churchill, Roosevelt and Stalin, inviting the Germans to overthrow the Nazi regime, and to sue for peace, under a threat of worse destruction from the skies. it is believed that such an appeal might issue from the forthcoming meeting of the United Nations leaders.
