POST-WAR RELIEF PLANS WELLINGTON, October 17. < The Prime Minister (Mr Fraser) said to-night that the Government had received from the United States Government a copy of 1 the revised draft of the agreement providing for the establishment of a relief and rehabilitation administration. This agreemnt was originally prepared by the Government of the United States in co-operation with the Governments of China. Russia and Britain, and had now been revised as the result of comments received from other members of the United Nations. (“It represents a considerable advance towards bringing all possible help to the peoples of the territories, as and when they are freed from the' enemy,” said Mr Fraser. “The agreement provides for a council with representatives of all the United Nations, a central committee of the four principal Powers, the regional committees to consider particular problems of separate areas, technical sub-committees to investigate particular' problems and a central executive with a director-gen-eral which will be responsible for the preparation and implementation of the plans. The New Zealand Government welcomes the proposals contained in the draft agreement and has notified the United States authorities that it will do everything possible to ensure that the relief of less fortunate peoples is made as effective as possible.”
