ROOSEVELT AND STALIN NEW YORK, June 4. Mr Roosevelt’s special envoy to M. Stalin, Mr Joseph E. Davies, has arrived back in Washington by air from Moscow. He went directly to White House. Secretary Early said Mr Davies handed Mr Roosevelt a letter from M. Stalin, and thereafter conferred with the President for two hours.

T'he "New York Times’’ says:— Washington circles are of cipinion Mr Davies’ mission laid a basis for a strategy conference between Mr Roosevelt and M. .Stalin. It is believed Mr Roosevelt’s letter proposed a place and time for a conference. The warmth of Mr Davies’ reception in Moscow and his speedy return suggest M. Stalin agreed.
