EXTRA 4,000,000 DOLLARS. WASHINGTON, Feb., 6 President Roosevelt asked Congress for an additional four thousand mijllion dollars, navy appropriation. He said funds were needed for additional war requirements and contingencies which had arisen since the transmission of the original budget.
