RIOTING IN INDIA
Decrease Effected BY MILITARY ACTION. [Aust. & N.Z. Cable Assn.] NEW DELHI, October 5. Because. of the Government of India’s vigorous measures there, has been a marked reduction in violent action aimed at the destruction of property, said the Premier of Assam, Sir Muhammed Saadulah. He added that 20 were killed when troops on eight occasions in the last few weeks were forced to fire in self defence.
GANDHI’S DEFENDERS
BISHOP BARNES ATTACKS, GOVERNMENT.

Addressing Birmingham transport workers, the Bishop of Birmingham (Dr. Barnes) said: “Mr. Gandhi desires freedom for India, and insists that force must not be used to obtain it. Nothing has been able to make him change his policy or deflect him from his goal. So when you hear suggestions that Gandhi is as untrustworthy as any cheap Asiatic in the slums of Cardiff ignore it. Pacificism, to-day, is so rare that a pacifist is bound to be misunderstood. “There have been unfortunate incidents in history, which we have forgotten, but which are bitter memories in India. British commercial firms flourish in India', and business leaders too often show racial arrogance. Some of the evils of the British Industrial Revolution flourish unchecked, because our bureaucratic administration lacks the initiative and revolutionary fervour whichtransformed Russia; There is wooden complacency instead of far-reaching idealism. Indians say they have had no chance to create a new order, as they have been in bondage for over a’ century and could not become representatives. Negotiations between the leaders of Britain and India might well begin again.” NEW DELHI, Oct. 5. M. S'. Anfy, Senior Indian member of the Viceroy's Council, said that he and several other Indian members of the Council felt disposed to permit consultations with the imprisoned Indian Congress Leaders in order to begin looking for a settlement of the present deadlock. Defending Mr. Gandhi’s integrity he said that Mr. Gandhi would keep ,his word if he promised not to in'terfere with India’s taking a fighting part in the war under an Indian National Government. A new development in the activities of the Chinese Government in presenting the Chinese view of the war is the opening of an office of the Chinese Ministry of Information in New Delhi. This office like that in Calcutta, which has been operating for some time, will be under the control of Dr. Wen Yuan-Nang, who was previously the representative of the Chinese Ministry of Information at Hong Kong, whence he escaped some time after its fall by walking for several days through the Chinese lines.
