URGED TO SPEED UP. (Rec. 7.25.) LONDON, August 19The miners leaders in Britain have sent out an appeal to every coalmine for a supreme effort immediately, The leaders say that the Executive Committee have heard, from, representatives of the Government, a most alarming statement on the rate of the coal output and on the country’s needs. Thev add: “We are not satisfied that all the members are doing all that t#iev can. A second .front can only come if it can be supplied from the home front satisfactorily. If we fail, democracy ceases, and authority—dictatorship —comes to rule either from within, or from without.’’ i
