JAPAN REFUSES ENTRY. LONDON, May 23. Britain is expected to confer with the Dominions about a refusal ?n Japan to allow Red Cross ships to go to Hong Kong or Sinapore. PRISONERS IN OCCUPIED AREAS. AMERICAN INVESTIGATION NOT YET ALLOWED. (Rec. 12.5.) WASHINGTON, May 23. The Stgte Department has revealed that J'apan has not yet permitted neutral observers to investigate the canditions and treatment of American military and civilian prisoners in the Philippines, in portions of occupied China, in Hongkong, in the Netherlands Indies and in Mataya. However, the Japanese have permitted observers to visit Ihe American prisoners of war and civilians in Japan itself, as well as in a number of places which were in Japanese hands when the war broke out. Those who are interned are reported to be well treated.
