"seeking his co-operation in ensuring the freedom of the press to pursue the traditional, honourable task of informing public opinion, unhampered by other considerations than those arising from security reasons, and in ensuring that the expression views not so affected shall continue i«to be ipermitted freely and fully, land not be subject to Governmental ’duress, or to the threat of duress.
