DECLARED ESSENTIAL. WELLINGTON, March 19. Mr Semple announced that all building and construction works being carried out for military, naval or Air Force, or for civil defence (airraid shelters), have been declared essential undertakings, for the purposes of the National Service Emergency Regulations. Mr Semple explained that the declaration was made for the purpose of- conserving manpower at present available for these works, by restricting the outflow of labour to other less essential, works. Both employers and employees wishing to terminate employment are now required to obtain the' consent of the district manpower officer. This step was taken, said Mr Semple, in furtherance of the Government policy of promoting every possible means of ensuring that the defence works, both military and civil, are carried out with the utmost speed and efficiency.
