(Rec. 12.6.) LONDON. Feb. 17. The German News that the Vichvite naper “Le Matin” reports that Admiral Darlan has initiated a shipping programme providing for the raising of the ships sunk in the French norts. He proposes the laving down of fast freighters, and refrigerator ships, as .well as oil tankers, and fishing boats. ■
