To Conciliate Chinese ABOLITION OF FOREIGN RIGHTS [Aust. & N.Z. Cable Assn.] WASHINGTON, Feb. 9. . Tokio reports state that Japan is considering the abolition of the extra-territorial rights m China as the next step towards closer ChineseJapanese collaboration. According a statement by the Foreign Minister, General Togo, action is being taken very soon, but the interests of the Japanese nationals in China will, specially be considered. x He said that eighty-nine factories and businesses, which the Japanes Army took over in North China and Central China, have been returned to their Chinese owners.
