The United Press Washington correspondent states: A canvass of legislative opinion here reveals that Congressmen expect the repeal of the Neutrality Act, or the establishment of Unitcu States bases on the Azores Islands and the Cape Verde Islands as the next step in the President’s orogramme to protect commence in the Atlantic. Observers believe that occupation of an island off the African coast is a more likely move, es©ecially following on reports that the Nazis are using Dakar as a submarine base. The Azores and Cape Verde Islands belong to Portugal. The latter are 400 miles west of Dakar. President Roosevelt in a speech on May 27 last raised the issue of the occupation of Atlantic Islands by the United Stores when he told the Pan-American Union’s governing board that the Nazi occupation of Atlantic islancs would jeopardise the safetv of North and South America. Observers point out that the provisions oi the Neutrality Act can be changed by the executive action of the President. Therefore, executive action need net be accompanied by an effort to i epeal the Neutrality Act.
