OVERSEAS APPEALS

Appellants’ Obligations CHRISTCHURCH, February 6. The obligations of employers and employees in cases where appeals had been adojurned sine die formed the subject of a pronouncement on policy by the chairman (Mr. F. F. Reid, S.M.), at the sitting of the Armed Forces Appeal Board yesterday. Mr. Reid emphasised that an adjournment did not absolve an appellant employer or employee from his duty to bring before the Director of National Service any change in the circumstances on which the adjournment was granted. “In reference to appeals on the ground of public interest, which may from time to time be dealt with by the board by an adjournment sine die,” the chairman stated, “it is the considered opinion of the board that attention should be drawn to the regulations regarding appeals. These cast a positive duty on the employer and employee, should there be any change in the status of the employee, to notify the Director of National Service. These provisions are mandatory and the duty cast on the employee is absolute. Appellants and co-appellants are not entitled to sit back until they are called upon again. “As to the adjournment of the hearing of appeals, the policy of the board will be to grant such adjournments only very sparingly and only on proper and important grounds being shown. Adjournments will not

be granted solely on grounds of personal convenience. “Many appeals are set down for hearing by this board in Christchurch and in other centres. The work is of urgent national importance, and it must be carried out as quickly as possible. The board does not propose to make any further statements

on this aspect of its work, but it repeats that adjournments will be granted only very sparingly.”
