MR ROOSEVELT’S MESSAGE VICHY, January 6 Admiral Leahy met M. Flandin today, and will meet Marshal Petain on’ Wednesday, when he will present Mr Roosevelt’s personal message. CONSUL JOINS DE GAULLE MANILA. January 6. Condemning the Vichy Government’s co-operation with Hitler, M. Gaston Willoquet, French Consul for ten years,, announced his acceptance of an appointment in the Philippines as a representative of Free France. M. Louis Leroch, Consul at Shanghai, has arrived at Manila to represent the Vichy Government.
