Chamberlain’s Verdict ON FINNISH SETTLEMENT. (Received March 20, 10 p.m.) LONDON, March 20. In his speech in the House of Commons, when referring to Finland’s position, the Prime Minister (Mr Chamberlain) stated: “I wish I could say that further reflections, after the first announcement of the Russo-Fin-nish settlement, had, in any way, modified the first impression that a great tragedy had occurred. We once again are compelled to see a small State the victim of that aggression which we have taken up arms to resist. I say, without hesitation, that neither England nor France have anything to reproach themselves with in their actions.”
