EFFECT OF BLACK-OUTS. (Received March 13, 9.15 p.m.) LONDON, March 13. The road deaths in Britain during February numbered 416. This is the lowest monthly total since the :ntroduction of the black-outs. The to J al of deaths in the six mocihs from September to February was 5.165.
