U.S.A. IN ROLE OF CRITIC! AMBASSADOR’S STATEMENT. RUGBY, December 7. The United States Ambassador in London (Mr J. P. Kennedy) speaking at Plymouth on the difficulty of removing trade barriers, said: “All of us must accept some responsibility for some of the conditions which new prevail. Some of us, however, have offered to join other nations in the reduction of excessive trade barriers. It is a long and hard job. It is so easy t 0 create barriers. It can be done with a stroke of the peri, and nobody feels the blow. The removal of trade barriers, on the other hand, is felt by specific industries, and is felt at once. That is what makes the reduction of barriers so difficllt.” Mr Kennedy added that the fact that the basis for so many problems was economic, and therefore within human power «fo solve, should encourage the hope that a solution could be found.
