COUNCIL'S DECISIONS. At the monthly meeting of the Grey County Council, the jury’s rider at the recent inquest on Leo Patrick Southorn at Te Kinga was forwarded by the Acting-Coroner (Mr. Noel Peat) as follows: “That the attention of the authorities concerned be drawn to the dangerous state of the footbridge over the Crooked River as disclosed by the evidence. Cr. Robinson said that he was of opinion that deceased walked over the end of an incline an[i had not been on the bridge at all. Cr. Carter asked if it was not a fact that at the inquest, it could not be proved that deceased was on the bridge at all. It seemed that they were only assuming that he fell off the bridge. No one had seen him on the bridge. ‘ Cr. Robinson said that children went over the bridge every day arid never -fell off. ' Sheep were frequently driven over and none fell off. On the motion of Crs. Carter and Robinson, the matter was referred to the Engineer for a report. . •. ■ Mr. W. Buchanan wrote advising that the only access to his .propertv. Section 3170, Blk. X, Mawheraiti S.D was through private property. The matter was'-referred to the Engineer. , The District.. Electrical Engineer wrote in regard to the Council’s comaplaint regarding the erection of power poles on the Brunner-Blackball road, staling that the Department would shift three poles when road widening was undertaken, and would attend to the water-tables. Further consideration was left 1° I he Engineer.

The Board’s representative. District Highways Council, wrote asking that the Council reconsider its refusal to contribute to the cost of drainage in Ahaura township. The letter stated that it was surprising to find a local body refusing to supply, amenities in a township. .The work could not proceed if a contribution was not made by the Council. The Engineer (Mr. J. H. Higgins) said that the drainage from the highway was going on to the sections. The water could not get into the drain be cause it was silted up. The sections were drained before, but the Board had neglected the drains since it took over the highway. Cr. Carter asked if the Board should not be forced to rectify such a nuisance, as it seemed to be their respom sibility. .. The Chairman said that the Engineer should ask the District E-ngi neer to visit the locality with him. The matter was left to the Engineer to confer with the District Engineer with a view to reaching a solution. • ■ The appointment of Sanitary ana Building Inspectors was held over until the next meeting. Parnham and Thom forwarded plan of subdivision of Section 2800, . Blk. XVI, Greymouth S.D., Lots 1 to 6 <E. M. Hende), for approval, which -was granted. Hannan and Seddon, on behalf of the McKinty Estate,, forwarded two plans of subdivisions of Pt. oil's? solicitor (Mr. W. Douglas Taylor), attended the meeting and explained the amendments made to the original draft by-laws, dealt with at a previous meeting of the Council. Cr. Mulcare intimated that he was opposed to the by-laws, stating that they could not compare the country with a ..locally-controlled . borough. Cr. Fisher also intimated his opposition, stating that the sawmillers in his (Nelson Creek) riding had asked him to do so. In reply to Cr. Carter, Mr. Taylor said that the hardship clause had been inserted in the by-laws, giving the Council power to relax any by-law on application. Cr. Carter said that the clause would overcome any of the previous difficulties the Council had met with. Cr. Mulcare moved an amendment (hat the by-laws do not apply to the Brunnerton Riding until a water supply was available. The Chairman said that the amendment was out of order, as the Council could not exclude any riding. The by-laws were then formally-ap-proved, Cr. Mulcare dissenting. They will come into force on February 1, 1939.
