NEW ARCTIC BASE. INSTEAD OF BALTIC. I Aus. & N.Z. Cable Assn.] LONDON, November 27. The Copenhagen correspondent of the “Daily Herald” says that Russia contemplates moving her main naval base from Kronstadt, which is icebound and land-locked, to Poljarne, a port free from ice throughout the year, near Murmansk, on the Arctic coast. It is already populated by 100,000 workers and buildings and docks are being completed to make it a first-class base. A chain of aerodromes and an excellent railway connection with Leningrad are being provided. The transfer to Poljarne gives the fleet continuous access to the Atlantic and to seas further afield.
