FINANCE CO'MMITTEE RECOM. MENDATIONS. ENGINEER’S REPORT. The Engineer (Mr. A J. Fairmtud), subm.t'.ed the following report:—

On the western side of Arney blrem between G'lesson and Swainson Streets the first coat has been applied'. roi the top dressing of the finishing eoats referred to above a line grit, a product of the North Beach crushing plant, has been used and improved results are anticipated. Concrete kerbing and channelling is in progre is on the eastern side of -A-'-’-ney Street, the kerb now being- completed between Swainson and Gresson Streets', and the channelling for about one third of the length. In .Ashmore Avenue, to facilitate the laying of tli e water main in that street the rough formation of the footpath on the western side across tlw toe of the spur crossing the street near Sturge Street, was carried out. In Bright Street, the formation of the footpath on the western side between Taylor and Cardwell Streets, is nearing completion and the reformation of the latter street between Bright 'Street and Nelson Quay is in hand. In Bright Street f'lom Stafford Street up th e rise towards Cobden Bridge, further filling has been placed towards the final raising of this por. tion of the street in conformity with the designed improvements. The con. ci eting of Fox Street culvert having been completed, the formation of the roadway across the Creek is now in hand. On Omoto Road, work is pro. | ceeding upon the widening eastwards
from Cobden Bridge in conformity with the woik carried o u t beyond the Borough Boundary. Arrears of patch, ing of tar sealed surfaces is being overtaken, the work including Cobden Bridge, and in the southern area*, of the Borough a general clean up of foot, paths and water tables is in progress. Upon completion of (hat cleaning up process the water tables, etc., will be sprayed with weed k.der in an effo’it, to obviate a* much as possible this necessary, but uninteresting, weeding operation.
Damage to Factpaths: Not infrequently damage arises to footpaths through th e action of driy. ers of motor lorries in taking then vehicles along footpaths and within the last few days considerable dam. a<>-e was done to the footpath on the western sid c of Doyle Street between Rio-g and Robinson Streets at the Rigg Street end, 86 feet of the footpath being damaged to an extent winch wnl cost £4 to repair. . I recommend that the mo.or veh.c owner be advised that, failing his making an immediate deposit to cover the cost of repairs, legal action be taken to recover the cost.
Drainage: , The relocation of the sewer paiall J with the Railway lin e north-eastwa'ids from Tainui Street, occasioned by difficulties experienced in the rebuilding of Bevington's Hotel, has. been completed so far as is required, and is at present feasible. The storm watoi drains in Blaketowu and Preston Roaa have been cleaned out, likewise a natural watercourse crossing Byion Street at its southern end. . _ In Taylor Street, 5.15 chains of 12 inch sewer, portion of a -permanent scheme ot sewerage, hav e been lain, enabling y filling in of about the same length o. open drain, and an open d™™ «> ing thereto in Fox S.'iect has deepened in order to enable the lading of a required sewer connection.
Waterworks: ~ The reservoir has been kept ’ with an average daily pump run o 958 hours. A commencement has been made upon the laying of the 4 inch water main to serve the recently subdivided area in T.ndaie Street, Properties in that locality at present receiving an unsatisfactory _ domestic supply from small pipes hud to connect to services in properties on the lower side of the street Ine 4 meh main makes connection to the mam in Kilgo'ur Road at the foot of Devon Sheet and the woik provides a long awaited sufficient supply in that stree., thc :U pply hitherto being by means or a system’of small galvanised pipes. In Cobden, good progress is being made upon th 0 laying of 'the reticulaion system, the speed of laying being nece sarilv regulated by the ability c. the office’ staff to keep .lb,. work laid out in advance of the laying gangs. During the month the 4 ipch mam m Ashmo'ie Avenue has been completed, the 6 inch, main has been continued in Bright Street f'om Sturge Street to Richmond Street, and 4 inch mains have been laid in Richmond' Street between Bright and Fox Streets, in Fox Street between Richmond and Cliffoid Streets, and in Hie latter from Fox Street towards Ward St met so far as- is required. In Cardwell Sl'ieet the 4 inch main has been laid' between Bright Street and Nelson Qua), .tnd in th e latter between Cardwell and Newcastle .Streets. The report was adopted. LIBRARY REPORT.

Gulb'i’uitli. representing the N.Z.E.L, who outlined a s-elieiu e '-f co-operation between the teachers and the library for the furthering of a chitdren’s section. To foster a love of 'leading among the children and to supply an adequate amount of selected fictional read.ng of good quality and so develop the library habit that pupiis will continue their reading after they have left school. After discussion u was agreed to recommend the follow, ing proposals to the Council: The subsc'.ption to be 1/- per term, per pupil, standards 4 to 6, which would entitle the pupil to the use of one book at a time. The pupil to have an unrestricted choice in the juvenile section and als 0 t'h e right (subject to the librarian’s approval) of a choice from the adult section. The library to issue receipt books to the schools who will collect the sub uriptions and issue a receipt which the pup.i will show the librarian prior to issuing th c first book. Schools coming under this scheme to be lesponsible for all books i sued. The terms period covering subscription to include term holidays following the term paid for, with the exception of books l issued to Standard 6 pupils, which must be returned at the end of the 3Hl'. ferni. The Committee also recommend that a tL‘ :,e her.J representa. tive be co-opted on the Library Selection Committee to assist in the choice of suitable books and that a circular embodying the particulars of this scheme and setting out details be sent to all schools within the Borough, with a view to putting it in operation at the opening of the present term. The Committee desire to thank Mr. Gal. brai'th and the Institute for their live interest in the library and confidently look forward: to their further help which will successfully launch and ear. ry out this scheme.
