Reform Coming COMPROMISERS BUSY. (Aus. & N.Z. Cable Assn.) (Received March 3, 11 pan.) .WASHINGTON, March 3. That there is an effort by all factions to effect a compromise over President Roosevelt’s proposals for the reform of .the United States Supreme Court is increasingly apparent. The earlier Republican Party strategy was to let the Democratic Party opponents of the President’s proposals take the lead. Abandoning this' strategy, Senator Vandenberg, in a radio address, endorsed an amendment proposed by Senators Wheeler and Bone, which would permit Congress to override any Supreme Court invalidation of legislation, as in the proposal cabled on February 18, if in the fust ten amendments to the Constitution, the famous “Bill of Rights” were excepted from ,fhe purview of such amendment. The way was paved for Senator Vandenberg’s endorsement speech the day before, when Senator Wheeler said he would be willing to make an exception of:the “Bill of Rights. Representative’ Summers, indicating a desire on both sides for a compromise, spoke on the floor of the House of Representatives, urging that it is the patriotic duty of the elderly Justices of the Supreme Court to retire voluntarily in favour of younger men.
