October 20. “An unqualified proposal to bind England and France to neutrality, while Germany reserves for herself a free hand in tno rest of Europe—that is the sum total of Germany's contribution to the new Locarno,” says the “Morning Post’s” diplomatic correspondent. He continues: Germany’s condition for her adherence to a Locarno Fact is that none of the signatories, in any circumstances, must ever move its troops against another! Otherwise, the threatened party should have the promise of immediate assistance from the remaining signatories. It is clear, that on this basis, there can be no aguement between the Western Powers. “Tt is pointed out that, if the German proposal were accepted, it would moan that the other Western Powers would be forced to remain passive while Germany settled her differences with her eastern and southern neighbours. ’ •' ITALY AGREEABLE TO CONFER. EFFECT OF BELGIUM ATTITUDE. ROME. October 19. Count Ciano (Italian Foreign Secretary) has left for Berlin. He is to consult Herr Hitler and Baron Nourath (German Foreign Minister). Previous to departing, Count Ciano transmitted to the British Embassy at Rome, Italy’s reply to an invitation to attend a Five Power Conference. It is believed that the reply intimates Italy’s willingness to participate, but it points out that Belgium’s decision has altered the situation, thus necessitating there being serious diplomatic preparation for the meeting.
