An admission that he was aware of difficulties in t’he appliciition of tho “blanket” clause of the Finance Act, providing for the restoration of wages to the 1931 le\-el, whether workers are covered by awards or not, was made by lion. H. T. Armstrong, Minister of Labour to-day.
