GERMAN ALARM. (Aust. & N.Z. Cable Assn.) BERLIN. August 12. Germany is alarmed at the Soviet’s reducing the ago of military service, from twenty-one to nineteen,' bringingup the standing army to a peace-time strength of 1,600,000. Official circles declare it is conclusive proof that Russia’s pacific professions are insincere.
