A NEW CONSTITUTION Under Communist Party DETAILS ANNOUNCED. (Aust. & N.Z. Cable Assn.) (Received June 12, al 11 p.m.) LONDON, June 12. The “Daily Telegraph’s” Aloscow correspondent says: The text has been issued of a new Soviet Constitution. It has been drafted by a Commission, over which Al. Stalin pies.ded. Jit, claims to have established the world’s only real democratic system, though the monopoly of tho Communist Party is maintained. 'l’he Parliament will consist of two newlv-created chambers. There will lie a Lower House, to be called “The Union Council.” It is to be directly elected, by secret ballot, with one member for each three huiidrt'd thous and electors.
There is to be an Upper House, to ie culled “The Council of Nationaliies. ’’ It is to be indirectly elected. ( is to represent Soviet Republics and utonomous national republics. 'l’he two bodies will meet, in Moscow egularlv twice each year. They will o'rm ‘‘The Supreme Council, to ne President for th e entire Soviet
Union. . Every citizen, male or tomale, will be expected to vote, and will be able to stand for eh«etion. The so-called “Class Enemy’’ is now considered to have been 1 ‘liquidated. Civic rights to be granted include equal pay for both sexes, pensions, and holidavs.
Religious liberty, the right to hold lolitieal demonstrations, freedom' of he press, free speech. and security rom arbitrary arrest, are also estab•shed.
