The Conference considered remits to be sent forward to the Imperial Rugby Conference in Loudon this year. It was decided that the following should be submitted on behalf of Now Zealand: — Thah an, Empire Rugby l/mihall Council be constituted with equal re presentation for each of the contributing Rugby football unions of

That it shall he permissible for the referee to put the ball into the scrum mage. That the method of scoring be re vised to provide that three points shall be 7 scored for a try. five points for a goal from a try. two points for a goal from a free kick or penalty kick and three points for a dropped goal otherwise obtained. That the amended rule regarding kicking into touch be brought into operation again. That the advantage rule in line out and from kick-off should be intro |duced. It is suggested that law 17a be de leted (playing ball with toot after tackle) and the consequential amend men Is 1o the same law. When a scrummage is formed, if any player advances beyond a line dr,awn through 1 the centre 'of t<lV> scrummage, and parallel with the goal line, before the hall comes out of such scrummage, a penalty kick be awarded. The Union having given approval to the three front row men in the scrummage as asked by the Rugby Football Union, and having given it a fair trial in all matches played unde" its jurisdiction during tjic past three years, is of the opinion that three men in the front row makes interpretation of the law more difficult for players 1o give, effect to. and more difficult for the referee to deal with, and suggests a trial of two front row scrummage for the same period as New Zealand has played the three front row scrummage; the scrummage to consist of seven players, and Hie extra man now played in the scrum be played a s an extra hack
