THE NEW CONSTITUTION. (Received April 25, at 7.10 p.m.) LONDON, April 24. The “Daily Telegraph’s” Warsaw correspondent says: All of the public buildings are b eflagged to herald the birth of the new Polish Constitution, which its authors describe as the happy medium between a pure parliamentary democracy, on the one hand,, and the totalitarian state on the other, ft makes legally effective the legislative system which has gradually been evolved since Marshal Pilsudski’s coup d ’atat in 1926. Contrary to the expectation. Marshal Pilsudski has not taken the presidency, in -which absolute power is now normally vested, but as Minister of War, Marshal Pilsudski will comtinue to control Poland’s political destinces.
