FORMER’S NEW MOVE. (Received August 17 at 8.25 p.m.) TOKIO, August 17. Japan’s Foreign Spokesman admits that the R.’reign Office and the Army are consulting with a view to giving a general warning to the Soviet regarding a lengthy list of unsettled border inciilents, and also Chinese 'Eastern Bi illway outrages.
