chair and text book” advice, instead of directions from the text book of practical experience, was the contention of Mr E. Hay in his presidential address to the Canterbury Sheepowners’ Union to-night, when referring to the Scientific and Industrial Research Amendment Bill, providing

for a levy of fourpenee per bale on wool. A resolution was carried opposing the levy, and declaring that the iur provement of wool should be left to the breeders, who were, it was stated* the only persons competent to effect an improvement.
