Tory Reform Bill TO BE “SAFE FOR ETERNITY.” (Aus. & N.Z. Cable Assn.) (Received Muy 9 at 8.30 p.m.) LONDON, May 9. In the House of Lords, before a large attendance, including many Peeresses in the gallery, Lord Salisbury moved the second reading of the House of Lords Reform Bill. I.ord Redesdale moved the rejee lion of the Bill. He said that such an important constitutional measure should be a Government Bill and not a private Bill. Lord Snell said that Lord Sallsbu y was seeking statutory authority to make Toryism safe for eternity, and 10 prevent the will of the peop’e prevailing. L-o/’d Reading said Abut the Bill was a most dangerous attempt to amend the Parliament Act. It would not result in strengthening, but in the abolition of the House of Lords. Lord Hailsham said that constitutional reform had not formed a part of the crisis which brought the National Government. into being, and it was not discussed at the last '■lection. A reform of such a magnitude should be introduced by the Government. it -was decided that the Ministers in the House of Ltfinls should not lake part in the division to-morrow on the .Bill.
