The United States has dispatched a formal note* to France, forcefully reminding the I’aris Government of the two unpaid war debt instalments, and ignoring the appeal for a review of the situation. similar notes were sent to Poland ami Belgium also in dedault of two pay moats. A note was handed to the Italian Ambassador, Signor Rosso. at the same time, saving that while the Italian million dollar payment might bo considered substantia! by Congress, the* President is willing to enter into discussion to the Italian debt. It was made clear, informally, that France must place itself on the same footing as the nations who partially, or fully, have met their obligations, before the debt question can be ro-open
