BRITISH POLICY (Aus. & N.Z. Cable Assn.) LONDON, March 8. The rapidity with which the European situation changes, mostly for the worse, is indicated by Hitlm-’s and Ncurath’s refusal to attend the Disarmament Conference. This is regarded as a serious slight upon Mr Ahu-Donahl, especially as the | non-attendance of the German Foreign Minister during the British Premier’s presence is unprecedented Moreover, the French Premier is attending. The Prime Minister and Foreign Secretary will meet M. Daladior and M Boncour at Paris, to confer regarding disarmament. M Boncour will travel with the British Ministers to Geneva, but it is uncertain whether M. Daladier will accompany them Answering a question, .Sir John Simon said that the Council of the League was considering the British, French and Italian memorandum containing a recommendation to Governments to impose an embargo on exports to Bolivia and Paraguay of arms and war material. Such embargo would not become operative until certain States, not members of the League, including the United States, had applied similar prohibition. A s the League was now endeavouring to effect a settlement of the Peru-Colombia dispute under Article 15, no question of embargo arose. The embargo of exportation of war material to China and Japan did not apply to air craft, or air craft engines of any kind. BRITISH AIR FORCE. VOTE OF 17 MILLIONS. LONDON, March 8. The Air Force estimates total £17,426.090, which allowing- for transfer from other estimates of £360.000, means a reduction of £340,000 compared with last year. The gross total of Civil Aviation Is £663,000 of which Imperial Airways subsidy of £365,000 is for the extension of the roufp. India to Australia, Lord Londonderry’s memorandum hopes in the absence of unforeseen delays, that regular communication with Australia will be established in the late summer or earlv autumn
