Nanking is despatching diplomatic protest notes to London Washington, Paris, Rome, and Geneva, charging Japan with violation of China’s territorial and administrative sovereignty oiid requesting international action, as the result of Japan’s signing the protocol of recognition of the new State of Manchuokuo .
