China’s Protest TO THE POWERS. (Aus. & N.Z. Cable Assn). NANKING, September 15. Nanking is despatching diplomatic protest notes to London Washington, Paris, Rome, and Geneva, charging Japan with violation of China’s territorial and administrative sovereignty oiid requesting international action, as the result of Japan’s signing the protocol of recognition of the new State of Manchuokuo . RUGBY, September 15. Tn view of the present conditions in Manchuria, British subjects proceeding to and from the Far East arc advised for the present not to incur risks by travelling to Harbin, on the Siberian route. It was on this railway that a train from Changchung to Harbin, was derailed on Sunday and attacked by brigands, ten persons being kdled. 16 seriously injured, and 60 receiving minor injuries. O n the eastern branch of the Chines,. Eastern Railway on September 11 another outbreak occurred, a train being tired at by brigands. Two persons were killed and 25 injured. SHANGHAI, September 15. The Ministry of Interior states that the estimated population of China* including Manchuria, is four hundred and seventv-four .millions.
