A marked anomaly in the operation of the new unemployment tax has been disclosed. It has been decided that if a business of any kind has its yearly balance later than April 30. 1932, the Is in the £1 tax payable this month will be levied on the income for 1930-31. If tax at the old rate of 3d ir. the £1 has been paid on the whole 1930- income, credit will be given for one-third of the total amount paid. Such businesses, presumably, will continue to be assessed on earlier periods than others which balance by April 30 yearly, so long as the present unemployed tax remains in force. The many persons whose incomes were lower in 1931- than in 1930-31 will be considerably penalised in having the quadrupled tax applied to them, in ef feet, several months earlier than to others balancing before May 1 each year.

At the Magistrate’s Court, at Greymouth, yesterday, before Mr W. Meldrum. S.M., Henry Thomas Gibbons pleaded not guilty to a charge of permitting 31 head of cattle to graze in Cowper Street on May 2. Senior-Ser-geant C. E. Roach said he saw the cattle grazing in Cowper Street. Defendant had stated to witness that

they were allowed to wander along a inile in half an hour, and that he could let them graze on the road so long as he was with them. Defendant, in evidence, said the cattle were tired, and he had let them graze along the roadside. The Magistrate: 11 There is no objection to you driving cattle along the street at a reasonable rate, tut you must not let them graze. ”; Senior-Sergeant Roach said that, as ■ far as this case went, a penalty was! not asked for, but it had to be im- * pressed on the defendant that cattle ‘ could not be allowed to linger about . the streets, as it was not fair to | women and children. The Magistrate • said that as it was the first case of its kind to come before the court, defendant would be ordered to pay court costs, which amounted to 10s.

A violent earthquake was recorded at the Government observatory at Kelburn on Sunday morning, commencing at nine minutes to one. The same shock was also recorded at the radio station at Apia. Dr. Adams, Government Seismologist, states that information available indicates that the affected area was north of Australia, between Borneo and New Guinea.
