It is the shortage on the interest side that requires a call on the Consolidated Fund (drawn from the general taxpayers) to balance the budget. A gain of traffic at this stage means that the great bulk of the resultant revenue is available for the interest account, and correspondingly eases the burden of the general taxpayers.
